Call to Order / Roll Call
  The Mayor called the meeting to order and asked those present to stand for the Pledge of Allegiance. No roll call was taken but all members of Council were present.
Ceremonial Items - "Spotlight on Citizens"
1.11-0119Proclamation in Recognition of the 2010-2011 Phoebus High School Phantoms Football Team
ACTION: Read and Presented by Councilman Kearney to Principal Robert Johnson, to Coach Sexton, Head Coach of the Phoebus Phantoms football team, and the assistant coaches. Superintendent of Schools, Dr. Linda Shifflette, was also present.
2.11-0120Proclamation in Recognition of Phillip Smith, III
ACTION: Read and Presented by Vice Mayor Wallace.
3.11-0121Proclamation in Recognition of Wayne Gomes
ACTION: Read and Presented by Councilman Stuart.
Public Comment
  Following a brief recess, the meeting was reconvened with Vice Mayor Wallace chairing as Mayor Ward had to leave unexpectedly. He requested that roll be taken since it wasn't done when the meeting originally convened.

Geoffrey Tennille spoke requesting additional funding for Sister Cities of Hampton.

Gaylene Kanoyton requested that their be a review of the school board district lines.

Eddie Deerfield relayed some questions he has on the Manager's Recommended Budget for FY12.

Teresa Roundy spoke on cemetery issues.

Frank Ottofaro requested an apology for not being allowed to speak at the April 13, 2011, Council meeting, and spoke about the taking of his property at 11 Pine Chapel Road. Vice Mayor Wallace allowed Mr. Ottofaro six minutes to speak.

Edwin Boone suggested that business personal property be allowed to be depreciated and requested information on bidders and projects.
