Call to Order
Mayor Ward called the meeting to order. Councilwoman Leary was not present at the time of roll call. She arrived at approximately 2:19 p.m.
Mayor Ward discussed the issue of access to Grandview Beach which Councilman Stuart proposed be brought up under new business at the evening session. Because the issue involves property rights and Council action could be taken, Mayor Ward expressed concern that steps be taken to ensure that all of those potentially impacted be given the opportunity to participate. Mayor Ward suggested that a special meeting of Council be called on the subject. Councilman Stuart agreed and asked that a short presentation be made this evening for the citizens who attend and the special meeting can be announced at both the 6 p.m. and 7 p.m. meetings. The members of Council who were present concurred with the Mayor's suggestion. The Clerk will attempt to schedule a convenient date and give notice of the meeting.
Presented by Mary Bunting, City Manager, who presented an overview of the FY 2012 Manager's Recommended Budget.
Council took a 5 minute recess at 3:10 p.m.
Following the recess, Brian Deprofio, Special Projects Manager, presented a history of Constitutional Officer Salary Supplements. Mayor Ward invited Linda Batchelor Smith, Clerk of Circuit Court, who was present at the meeting, to address Council. She presented information on the reasons she previously opted to not participate in the constitutional officer salary supplement.
Briefing on the Status of Ft. Monroe
Presented by Mary Bunting, City Manager.
Councilwoman Leary requested a written report from the City Manager based upon her briefing today. She also asked for information on the Fort Monroe Foundation. She expressed that she'd like to see the Council work in a more collaborative fashion regarding Fort Monroe.
