Call to Order / Roll Call
  All members of Council were present at roll call with the exception of Councilman Kearney who had indicated to the Mayor that he would be arriving late. He arrived at approximately 6:10 p.m.
Public Comment
  Wade Palmore spoke and thanked the City for their efforts on the dredging projects.

Linda Counts spoke about the city's spending habits.

David Braunbeck and Rudy Langford spoke about Mr. Braunbeck's difficulties with Hampton Roads Transit.

Eddie Deerfield spoke on government transparency and the recent proposal for employee bonuses.

Tony Casparriello spoke on ideas to stimulate the local economy.

Joan Charles spoke about civic engagement and transparency.

Hugh Bassette spoke about the surplus and returning that money to the taxpayers or putting it into the rainy day fund. Edwin M. Boone spoke on the surplus and possible uses for it.

Frank J. Ottofarro spoke about the taking of property.

Dennis Nicely of In and Out Productions spoke on the request for proposals with respect to staging and rigging at the Hampton Coliseum.

James Rudisill spoke on the issue of homelessness.
