Presented by Lesa Yeatts, Deputy City Attorney. The first reading of the ordinance is scheduled for the evening meeting.
North King Street Corridor Master Plan – Briefing on Phase II – “Trying Ideas”
Presented by Constance Mason, City Planner. Council accepted the written report as submitted and requested that the information be disseminated to the neighborhood groups in the area.
Presentation and Discussion of Golf Cart Street Studies

An Ordinance to Amend Chapter 21, Article IX of the Code of the City of Hampton Entitled, "OPERATION OF GOLF CARTS" by Adding Thereto a New Section 21-221 Entitled, "PUBLIC HIGHWAYS DESIGNATED FOR GOLF CART USE"
Presented by Ted Henifin, Director of Public Works. The ordinance is scheduled for first reading at the evening meeting.
Resolution authorizing the appropriation of $266,000 from the General Fund undesignated fund balance to Non-departmental for Hampton’s 2007 Celebration.
Presented by Joan Kennedy, Neighborhood Office Director, and Mary Fugere, Director of Media and Community Relations for the Hampton Convention and Visitors Bureau.
Discussion of Council's Upcoming Meeting with Hampton's General Assembly Delegation.
Council discussed topics for the upcoming meeting scheduled for August 8, 2006.
The City Manager announced that the Director of Parks and Recreation, Laurine Press, will be retiring as of August 1, 2006. Additionally, Brian DeProfio, Assistant to the City Manager, has resigned from his position, also effective August 1, 2006, and he has accepted a position with the Commonwealth of Virginia.
The City Manager indicated that he has asked Terry O’Neill to create several options for the redesign of the Bayfront Initiative. Upon completion, the Planning Department will submit the work to City Council and the Council could decide on public hearings, etc.
Councilwoman Leary made a motion that the City Manager looking into hiring a park consultant or planner to assist withe the Buckroe Bayfront Initiative. Councilman Gilliland seconded the motion. A discussion was held about the possibility. Councilwoman Leary later withdrew her motion. The City Manager will report back with more information on the proposal at a later date.
Councilwoman Leary provided the City Manager and Council with research she conducted in connection with the 15 proposed parking spaces on North First Street. She would like the City Manager to try the proposed spaces for a limited period of time and she is requesting that the City Manager revisit this issue in light of the information she received in connection with the public safety issues.
