Call to Order
  Mayor Wallace acknowledged participants in the City's Youth Summer Employment Program who were visiting the City Council meeting.

He called the meeting to order at 1:03 and all members of City Council were present at roll call.
Agenda
1.14-0336Presentation to update Council on current programs and direction of Hampton Roads Transit and the vision for mass transit on the Peninsula.
ACTION: Presented by William E. Harrell, President and CEO of Hampton Roads Transit. He was accompanied by Ray Amoruso, Chief Planning and Development Officer, and Gene Cavasos, Director of Marketing and Communications.
2.14-0337Fort Monroe Authority Update
ACTION: Presented by Glenn Oder, Executive Director of the Fort Monroe Authority. He indicated that Kirsten Talken-Spaulding, Fort Monroe National Monument Superintendent, was also present at the meeting.
3.14-0347Briefing on Proposed Changes to Elderly and Disabled Persons Tax Exemption Program.
ACTION: Presented by Mary Joyner, Tax Management Specialist of the Commissioner of the Revenue's Office.
4.14-0339Summary of the Use-Value Assessment Program for Agricultural and Horticultural Lands
ACTION: Presented by Brian Gordineer, City Assessor.
5.14-0345Summer Youth Employment Program Update
ACTION: Presented by Nicole Clark, Director of Human Resources. Ms. Clark was accompanied by participants in the Summer Youth Employment Program. Each participant was presented with a City of Hampton challenge coin.
6.14-0344Briefing on Proposed Changes to Hampton City Council Meetings
ACTION: Presented by Mary Bunting, City Manager.
Regional Issues
  Mayor Wallace asked the City Manager to provide an update on when the discussion on perhaps changing to an at large election for School Board members would take place. The City Manager indicated she plans to do so in September.

Vice Mayor Curtis also asked that Council perhaps should have a conversation about moving Council elections from May to November and also the disparate treatment of Council members when it comes to running for Mayor. She suggested that both of these conversations might take place simultaneously. Ms. Bunting indicated that perhaps this can also take place in September.

Councilwoman Snead indicated that a previous Council may have discussed a move to November Council elections and asked that those background materials be provided to Council.

Councilman Moffett supported the Vice Mayor's suggestion that we bundle the election issues and become educated on the issues, hold public comment, and move along with the issues in terms of voting them up or down.

Councilman Tuck asked if it might be appropriate for Council to hear from the Council appointees to the Fort Monroe Authority. Ms. Bunting sought clarification because it hasn't been a usual practice to have Council appointees appear and report at Council meetings.

Councilman Moffett indicated that many community groups are working together and will provide school supplies to approximately 500 young people at Y. H. Thomas on August 16, 2014, from 10 a.m. to 3 p.m.
