Call to Order
  Mayor Wallace called the meeting to order at 1:04 p.m. All members of the City Council were present.
Agenda
1.15-0367Comprehensive Annual Financial Report for the Fiscal Year Ended June 30, 2015.
ACTION: Presented by Karl Daughtrey, Finance Director. Mr. Daughtrey introduced the members of his staff. Additional information was presented by Krista Edoff, CPA, of Cherry Bekaert LLP.
ACTION: Council received additional information on the CAFR from the City Manager following the presentations by the auditors and staff. The City Manager went into a good bit of detail on one time savings and also on the budget savings program and how it has worked in the past and how it works now.

At the conclusion of her remarks, she credited the work force for their hard work, dedication to citizen service and creativity in generating the departmental savings. As a reward to the employees for their efforts, Ms. Bunting made a recommendation to the Council that they appropriate $865,000 from the budget savings process to be used for an achievement award for the work force to be paid on December 18, 2015.
ACTION: Moved to accept the City Manager's recommendation.

15-0377Closed session pursuant to Virginia Code Sections 2.2-3711.A.1, .3, .5 and .7 to discuss appointments as listed on the agenda and also appointees to the Board of Zoning Appeals and the Citizens Engagement Advisory Commission; to discuss of consider the disposition of publicly held real property in the Coliseum Central Business District and Downtown Hampton area, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the city council; to discuss a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the city of Hampton; and to consult with legal counsel employed or retained by the City regarding specific legal matters pertaining to zoning which require the provision of legal advice by such counsel.
