Call to Order
Invocation and Pledge of Allegiance - Councilwoman Snead
  Mayor Wallace called the meeting to order at 7:03 p.m. All members of City Council were present.

Councilwoman Snead gave the invocation and asked all present to observe a moment of silence in memory of Arnise Scott, the Bethel High School soccer player who passed away today.

The City Manager, Mary Bunting, gave introductory comments on the budget process.

1.14-02012014-2015 Consolidated Annual Action Plan, which includes the fiscal year 2014-2015 Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) Budgets.

2.14-0205Public Hearing to Receive Citizens' Comments Relative to the Fiscal Year 2015 Budget and Proposed Taxes and Fees, Including: General Operating Budget ("General Fund"), Capital Improvement Fund, Solid Waste Management Fund, Stormwater Management Fund, Wastewater Management Fund, Steam Plant Fund, Fleet Services Fund, Risk Management Fund, Information Technology Fund, Hampton Coliseum and Arts Fund, Hampton Roads Convention Center Fund, The Hamptons Golf Course Budget, The Woodlands Golf Course Budget, Economic Development Fund, Real Property Tax Rate (No increase), Proposed Personal Property Tax Rate (Increase)
ACTION: Held Public Hearing - The following individuals spoke in support of enhanced and earlier dredging of Long Creek: Tom Pantelides, Tim Leighton, Renee DeVenny May, Ph.D., Tom Perham, and Frank Joyce.

Randy Flood spoke in support of funding for the Green Jobs Alliance.

Leon Robertson encouraged Council to consider a temporary tax break for public safety officials and educators.

Gay LaRue stressed the value of listening to the citizens with expertise in local waterways and her opinion that the City should be aggressive in keeping waterways open.

Adjournment
  Prior to the meeting being adjourned, Vice Mayor Curtis announced that Downtown Hampton and Phoebus will have the first Art Walk on this upcoming Saturday. She also shared information on the Ultra Run held two weeks ago at Sandy Bottom Nature Park. This was a 50 mile run and participants ranged from 13 to 80 years of age.

Councilman Stuart asked Vice Mayor Curtis to explain the terrarium sitting before her. Wendy Isles, Director of Hampton Grows, gave it to Vice Mayor Curtis to thank her for judging the recent rain barrel contest.

Mayor Wallace asked those in attendance to sing Happy Birthday to Councilman Moffett.

Councilman Moffett thanked everyone and congratulated those elected yesterday and thanked Councilman Stuart for his service over the past four years.
