Call to Order
  Mayor Ward called the meeting to order at 10:14 a.m.

ACTION: Approved Mayor Ward indicated a need to discuss a personnel matter involving the City Manager and requested that this be added to the motion to convene closed session.

Closed session was recessed at 1 p.m. and will resume following the open session items.

ACTION: Presented by Cynthia Hudson. Bond Counsel, George Scruggs, Assistant City Manager, James A. "Pete" Peterson, and Finance Director, Karl Daughtrey, also responded to questions by members of Council.

This item is on the evening agenda for approval.

ACTION: Presented by Robert G. Bielat, CPA, of Cherry, Bekaert & Holland, LLP; Karl S. Daughtrey, Director of Finance, and Sylvia L. Shanahan, Controller.
4.09-0508Briefing Regarding A Civil Rights Memorial in the City of Hampton
ACTION: Presented by Councilman Washington who suggested that the City Manager form a working committee to further study this idea. Assistant City Manager, John Eagle, also presented information.

New Business
  Councilwoman Leary reported on a meeting she recently attended where new legislation was proposed by Senator Miller and Delegate Gear and requested that a copy of the proposed Code section 19.2-5.1 be shared with her fellow members of Council.
