  Mayor Ward called the meeting to order at 5:31 p.m. All members of City Council were present.

Public Comment
  The City Council meeting was briefly interrupted by Capt. Constable Heartless along with several pirates who shared that the Blackbeard Pirate Festival will again take place in the City of Hampton on June 1 and 2, 2013. Capt. Heartless read a proclamation of appreciation to the City of Hampton.

Alexander Tucker expressed his appreciation for the proclamation recently provided by the City Council as relates to the Tucker Family Cemetery and stated they are ready to partner with the City of Hampton to preserve the cemetery. Veronica Davis also spoke on the topic.

William E. Webster spoke on a drainage issue on Greenbriar Avenue.

Frank Ottofaro, Jr. requested that the topic of renaming of Power Point Parkway in his father's name be placed upon the agenda.

Eddie Deerfield requested answers to a series of questions concerning communication by and between members of City Council.

Edwin Boone spoke on some recent headlines involving the City of Newport News and contrasted them to some events in Hampton.
