Call to Order
  Mayor Ward introduced and welcomed Jim Oliver who will become Hampton's Interim City Manager on May 1, 2009.
1.09-0158Resolution Approving the City of Hampton Minority and Women-Owned Business Program Plan
ACTION: Presented by Jessica Spencer, Minority Business Coordinator, and Cato Reaves, Chairman of the Purchasing and Procurement Oversight Committee (PPOC). The following members of the PPOC were also in attendance: Cato Reaves, Carolyn Boyer, Lewis Bellinger and Willie Brown.

This matter is scheduled for a vote on the evening consent agenda.
2.09-0162Council Work Session on Fiscal Year 2010 Budget.
ACTION: Presented by Jesse T. Wallace, Jr., City Manager. Mr. Wallace indicating that a full presentation on the budget would take place during the evening session of Council.

Members of Council shared some of their questions and input on the Manager's Recommended Budget. Additional information was provided by Chris Snead, Budget Director; Karl Daughtrey, Finance Director, and James A. "Pete" Peterson, Assistant City Manager.

A discussion also took place with respect to Council member's position on the boat tax issue.

Regional Issues
  Councilman Gilliland reported that the Metropolitan Planning Organization (MPO) has been going through a reform process. The full Board adopted the reform committee's report and there are new bylaws and voting policies which provide for substantial public input.
New Business
  The City Manager reported on the City's curb and gutter policy. The policy is directed toward mature neighborhoods that need curb and gutter. The policy is a civic engagement policy which is used as a part of the CIP process. There is not time to use it for 2010 but it will be used in 2011 for two pilot neighborhoods -- Wythe and Old Northampton.

Councilwoman Leary referenced guidelines recently provided by the Director of Parks and Recreation for the use of the Buckroe Fishing Pier and requested similar information on the Teen Center.
