Call to Order
  Mayor Ward was not present due to her attendance at a regional planning meeting of the Hampton Roads Planning District Commission and of the Hampton Roads Transportation Planning Organization. Councilman Washington was not present due to illness.

Vice Mayor Spencer acknowledged the passing of Dr. Alvin Bryant and extended thoughts and prayers to his family.

Vice Mayor Spencer also shared that today was Scout Youth in Government Day and recognized Robert Creekmore, Austin Godwin, Allison Usry, and Allyana Creekmore who were attending the afternoon session.

Mayor Ward subsequently arrived at 2:45 p.m.

ACTION: Presented by Mary Bunting, City Manager; Karl Daughtrey, Finance Director; and Chris Snead, Budget Director.
2.10-0068Briefing regarding ordinance to amend and reenact Chapter 5 of the Code of the City of Hampton by adding thereto a new Article VIII, entitled “Protection of Nesting Animals” to protect nesting animals as well as to comply with state and federal law that mandates their protection on the evening agenda.
ACTION: Presented by Lesa Yeatts, Senior Deputy City Attorney, and Jim Wilson, Director of Parks and Recreation.
3.10-0069Briefing on Bond Issuance Plans and Public Hearing Process
ACTION: Presented by Mary Bunting, City Manager, and Terry P. O'Neill, Director of Planning and Neighborhood Services. George Scruggs, Esq., the City's Bond Counsel, also provided information.
Regional Issues
  Mayor Ward reported on the retreat meetings held earlier today by the Hampton Roads Planning District Commission and the Hampton Roads Transportation Planning Organization.
New Business
  Mayor Ward shared that Council will try a public comment period at 6 p.m. this evening on a trial basis to provide a more convenient time for the public to speak rather than the Audience Granted to the General Public in the evening session now. Ms. Bunting ran through the proposed guidelines.
