MAYOR'S COMMENTS
  Mayor Ward called upon Councilman Stuart who recognized a group of teachers in the audience who are participants in the ODU Masters program in teaching.

Mayor Ward then recognized Councilman Moffett who spoke on the topic of youth violence. He introduced Steve Brown and Tommy Southall and thanked them for being the leaders of the community coalition. He indicated they will be given technical assistance by Michele Woods-Jones.

Mayor Ward indicated that agenda items 20 and 21 were discussed during the afternoon work session and it is Council's consensus to return this matter to the Planning Commission. She indicated that Council would consider these items out of order.

  In response to an e-mail request from Councilman Tuck, the City Manager explained for the benefit of the public the reasoning behind the decision to cancel the carnival at the Hampton Coliseum in the wake of the shooting which caused the loss of the life of a local teen.

The City Manager, Mary Bunting, clarified that the Old Hampton Community Center will not be closed in the next fiscal year. Budget amendments were made to allow that center to remain open. A shuttle service was also funded and it was designed to allow citizens access to a variety of recreational opportunities as opposed to take citizens out of a particular area. The Ft. Monroe Community Center will open for all citizens of Hampton.

With respect to the references to prevention of youth violence, the City Manager outlined some of the City's efforts and programs in this regard. Our residents overwhelming supported these type of expenditures in budget polling.
