Call to Order
  Mayor Ward shared that the first ever national test of the emergency broadcast system will take place at 2 p.m. today. The Council meeting will continue but those viewing from home will see the test message for 30-45 seconds.

1.11-0376Work Session to Discuss the 2011 Update to the Hampton Community Plan and the Waterways Steering Committee Report
ACTION: Presented by Mary Bunting, City Manager, who gave background on the citizen and staff efforts which led to the formal reports which will be presented during the evening session of Council.
2.11-0369Briefing on the Status of Ft. Monroe
ACTION: Presented by Mary Bunting, City Manager, who shared that the President had proclaimed Fort Monroe a national monument and the National Parks Service has already appointed a Superintendent, Kirsten Talken-Spaulding. She also highlighted the celebration efforts which took place on Friday, November 4, 2011.
