Call to Order
Mayor Wallace called the meeting to order at 1:02 a.m. All members of City Council were present. Mayor Wallace announced that Assistant City Manager, James A. "Pete" Peterson, is sitting in for the City Manager as she is currently participating in the City Manager's Design Academy in Dallas, Texas. This event is by invitation only and is all expense paid by the American Architectural Foundation. The Foundation invites select cities to bring urban design challenges to a panel of experts that provide free advice on how to jump start projects to achieve desired goals. Mary is joined by city managers from Charlotte, NC, Fort Collins, CO, Fort Lauderdale, FL, Palo Alto, CA and Tacoma, WA. The Foundation and their experts will be assisting us in looking at how to best capitalize on the tiny home and rehabilitation trends to increase values in older neighborhoods.

Councilwoman Snead announced that Mayor Wallace was recently selected as the Vice Chair of the Hampton Roads Transportation Planning Organization.
Closed session pursuant to Virginia Code Sections 2.2-3711.A.1, .3, .5 and .7 to discuss Council appointees, a personnel issue involving Parks and Recreation, and appointments as listed on the agenda, to discuss the acquisition of real property for a public purpose and/or the disposition of publicly held real property in the areas of Coliseum Central and Pasture Point where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City Council; to discuss a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the city; to consult with legal counsel on specific matters involving Fort Monroe and grievance procedures which require the provision of legal advice by legal counsel; and to consult with legal counsel pertaining to actual or probable litigation, where such consultation in an open meeting would adversely affect the negotiating or litigating posture of the City.
