Call to Order
  When the roll was called, Councilman Spencer and Councilman Stuart were not present as they were attending a function at Joint Base Langley Eustis and there was a base gate closure issue. They arrived at 1:08 p.m.

ACTION: Presented by Karl Daughtrey, Finance Director, who was accompanied by Finance Staff members Denise Howard, April Peters, Angela Neselrod, Sybil Ellsworth, and Sylvia Shanahan. Information was also presented by Robert G. Bielat, CPA, of Cherry, Bekaert & Holland, LLP.

ACTION: Presented by Cynthia Hudson, City Attorney.

Regional Issues
  Councilman Kearney indicated the HRPDC meets tomorrow and the Hampton Roads Regional Jail Authority meets next week and will begin their budget process which he will share with the City Manager.

He also mentioned a December 5, 2011, letter regarding the taking of property alongside Interstate 64 and asked the City Manager to look into it.

11-0405to consult with legal counsel employed by the City regarding specific legal matters pertaining to the terms of a proposed contract for event services, and requiring the advice of legal counsel.

11-0402to discuss the acquisition of real property in the Buckroe area of the City where discussion in open session would adversely affect the City's negotiating strategy or bargaining position.
