Call to Order
1.10-0404Minority Business Program - One Year Update
ACTION: Presented by Carolyn Boyer, Chair of the Purchasing and Procurement Oversight Committee. She acknowledged the other members of the committee who were present: Eddie Deerfield, William Pearson, and Michael Graves. A power point presentation was given by Jessica Spencer, Minority Business Coordinator.
2.10-0405Biochar Project Collaboration
ACTION: Presented by Darren Robinson, Neighborhood Development Specialist 1. Darren also recognized others in the audience who have worked on this project: Doris Hamill, Debbie Blanton, Carol King, Mike Yazkowsky, and Terry P. O'Neill. Ms. Hamill and Ms. King shared additional information on the Biochar product.
Regional Issues
  Mary Bunting, City Manager, reported briefly on recent activity by the Hampton Roads Planning District Commission. Councilman Kearney also complimented the Mayor and Manager on their continuing work to ensure that a transportation study of the Hampton Roads Bridge Tunnel is performed. Ms. Bunting acknowledged the partnership between Hampton's legislators in communicating with the Virginia Department of Transportation.
New Business
  Councilwoman Leary mentioned that the September 11th event was reported in the newspaper in South Korea along with a photograph. She would like to obtain a copy if possible.

She also shared that there will be a public meeting that she is chairing on Ft. Monroe which will take place on September 23rd at 6:30 at the Phoebus Auction House.

Councilwoman Leary expressed her appreciation to James Eason, Director of Economic Development, for hiring Jessica Spencer and complimented her efforts.
Closed Meeting
10-0408Closed session as provided in Virginia Code Section 2.2-3711.A.3 to discuss the acquisition and/or disposition of property in various areas of the city of Hampton where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the city.

3.10-0409Resolution Certifying Closed Session
ACTION: Adopted

MOVER: Councilmember Ross A. Kearney, II.
SECONDER: Councilmember Will Moffett.
  Following the certification of closed session, Council had a brief discussion on the possibility of assuming maintenance of Lighthouse and Bonita Drives in the Grandview neighborhood.

There was also a discussion of the current status of the dredging of various ancillaries of the Hampton River.
4.10-0426Dredging Motion
ACTION: Moved to authorize City staff to pursue a concurrent permit process for relocating the channel on Ancillary #6 to allow the dredging and accomodate the one citizen who is not in agreement with the current proposal.
