Budget Work Session
Call to Order
Mayor Ward called the meeting to order at 1:03 p.m. The Mayor indicated that, due to technical difficulties, the overhead screen is not available.
Presented by Mary Bunting, City Manager, who shared the format for the work session.
The following individuals from Hampton Roads Transit were present. Ray Amoruso, Chief Planning and Development Officer, spoke on their efficiency study. David Sullivan, Chief of Staff and Interim Chief Financial Officer, spoke about Vision 31 and also the proposed FY 12 budget for Hampton. They were accompanied by Brandon Singletary, the Budget Director.
City staff made the following presentations:
Robin McCormick, Communications Strategist, presented an overview and update of the citizen budget polling process.
Karl Daughtrey, Finance Director, gave an overview of updated revenue projections.
Gloria Washington, Budget Director, gave updated information on budget expenditure adjustments and potential budget balancing strategies.
Diane Bohlman, Director of Human Resources, gave a compensation overview.
Briefing on the Status of Fort Monroe
Presented by Mary Bunting, City Manager.
Consideration of Nominations to the Virginia Municipal League 2011 Policy Committees
Appointed members of Council to remain in the same capacities as last year:
Community and Economic Development - Councilman Moffett
Environmental Quality - Coucilman Kearney
Finance - Councilman Stuart
General Laws - Vice Mayor Wallace
Human Development and Education - Councilwoman Leary
Transportation - Councilman Tuck.
Councilwoman Leary shared information from her March 13th trip to Washington, DC in connection with the Human Development subcommittee of the National League of Cities.
She also shared that the Joint Forces Public Health Conference is being held in Hampton and many members of Council attended last night. The group has shared their pleasure at our meeting facility.
Councilwoman Leary expressed her appreciation to the City Manager for allowing Bruce Sturk to participate in the Fort Monroe public meeting to take place tomorrow night.
Councilman Kearney stated that David Simmons is the new Superintendent of the regional jail and he lives in Hampton.
Mayor Ward distributed performance evaluation forms and memos regarding the City Manager, City Attorney and Clerk of Council. She asked that the members of Council review the information, complete the forms, and return them to her by April 1, 2011. Council will discuss the performance of these individuals at the April 13, 2011, Council meeting.
