Call to Order
  Mayor Ward called the meeting to order at 1 p.m. Vice Mayor Wallace was not present at roll call but arrived at 1:05 p.m.

Mayor Ward stated that she will not be present at the evening meeting because she has been invited to participate in a National Park Service conference at James Madison University in Harrisonburg as a panelist to discuss the City of Hampton Fort Monroe National Monument. She also indicated that she will be leaving the afternoon session a bit early to attend a school function where one of her sons is receiving an award.

Mayor Ward shared that today will be Councilman Spencer's last meeting with the Hampton City Council since stepping in to fulfill the term of Angela Leary. She expressed the City's thanks to Councilman Spencer and presented him with a City of Hampton watch. Councilman Spencer said it had been his honor and pleasure to serve Hampton.

ACTION: Presented by Jai McBride, Principal Regional Planner with the Hampton Roads Planning District Commission (HRPDC), and Chris Swartz, Senior Civil Engineer VDOT Projects of the City of Hampton's Public Works Department. John M. Carlock, Deputy Executive Director of the HRPDC also provided information. This item was taken out of order on the agenda just after the briefing on Chapter 38.

Mayor Ward departed the meeting just before this briefing began.
2.12-0203Briefing on Chapter 38 - Vehicles for Hire
ACTION: Presented by Lesa Yeatts, Senior Deputy City Attorney. Additionally, Lt. Jeff Walden of the Hampton Police Division provided information. This item was taken out of order on the agenda and was heard before item #1. This ordinance change is scheduled for a vote by Council on June 13, 2012.
