Call to Order
Mayor Ward called the meeting to order. The Clerk called the roll. All members of Council were present with the exception of Councilman Stuart who arrived shortly after roll call.
Hampton Comprehensive Waterways Management Plan – Interim Report
Presented by Mary Bunting, City Manager. Terry P. O'Neill, Director of Community Development, introduced the topic which was presented by representatives of each subcommittee as follow: Fred Whitley (on behalf of Andy Bigelow) - Tidal Flooding; Polly Siemann - Stormwater; Carole Garrison - Shoreline Protection; and Tom Pantelides - Waterway Management and Maintenance.
Briefing on Taxicab Ordinance
Presented by James Gray, Assistant City Manager, who provided an overview with information also provided by Lesa Yeatts, Senior Deputy City Attorney, and Lt. Jeff Walden of the Hampton Police Division.
Briefing On Westview Lakes Homeowners Association's Request for City Maintenance of Stormwater Retention Ponds

Briefing on the Status of Ft. Monroe
Presented by Mary Bunting, City Manager.
Councilman Tuck expressed his concern about the process used for boards and commissions and the Mayor asked him to work with the Clerk on a new process. He is concerned about people being appointed who don't have applications on file among other things. Councilman Tuck indicated that he no longer wishes to work with the Clerk on the new process. Councilman Moffett offered to do so and Councilwoman Leary also offered her assistance.
Councilwoman Leary shared that the members of Council met with the Voting Registrar earlier today and she wants her to hold a public meeting outside of City Council Chambers prior to the public hearing on the redistricting issue. She requested Marketing INC's assistance in publicizing the public meeting. The City Attorney clarified that the Registrar already has plans for such a meeting.
