Call to Order
1.08-0149Briefing on the Contribution Requested for the Regional Air Service Enhancement Fund
ACTION: Presented by Rick Bagley, President, and Jerry Clark, Treasurer, of the Peninsula Ports Authority.
ACTION: Moved to approve a 40 cents per capita contribution to the Peninsula Ports Authority of Virginia to be used for the Regional Air Service Enhancement Fund. This equates to $58,000 per year until 2011.

2.08-0177Presentation on FY09 Budget.
ACTION: Presented by Jesse T. Wallace, Jr., City Manager. Vice Mayor Gilliland summarized that the City's operations budget will decrease by 1.29% but the local contribution to schools will increase by 4.06%.

Councilman Clary asked if services would be decreased and the City Manager replied that no services will be eliminated. Councilman Clary asked how much the City's entire budget will increase and the City Manager replied that the entire budget, including schools, increases by 1.77%.
Regional Issues
  Vice Mayor Gilliland attended a luncheon today where Del. Glenn Oder spoke on transportation. He received a great deal of positive news concerning the possibility of the HRBT being addressed.

The Vice Mayor also said that work has commenced on the study committee for a reorganization of the MPO. No meeting date has been set but it will be soon and he invited other members of Council to attend when possible. Councilwoman Leary indicated that she has volunteered to work on the Bylaws Committee for the MPO reorganization project.

Mayor Kearney relayed that he was approached by Alan Diamonstein at a recent Mayors and Chairs meeting and he will be chairing a committee looking into a proposal by Colonial Downs concerning the possibility of generating funding for transportation.

Councilman Sapp relayed that the Fort Monroe FADA recently met and received reports on a better economic analysis of the impact of Fort Monroe's closure. The conclusion was that the $15M number being tossed around isn't the correct number. The number to maintain the properties going forward will be higher. On May 28 the Governor is to be briefed.
New Business
  The City Manager explained that the Hampton Roads Military and Federal Facilities Alliance is a regional lobby group formed by the Hampton Roads Mayors and Chairs to protect the region's military assets. At a recent board meeting the need for additional funding was discussed. The City Manager is having difficulty quantifying a return on the City's investment yet he is able to quantify the return on investment Hampton is making in-house on similar initiatives. He plans to brief Council at the next meeting.
