Call to Order
  As Mayor Ward was detained, Vice Mayor Wallace called the meeting to order at 1:04 p.m. Mayor Ward arrived just after roll call.
1.13-0370Report from the Elected School Board Discussion Committee
ACTION: Presented by committee members Art Wayne, Jill Davis and Pam Croom. Other members of the Committee who were present were: Ruthann Kellum, Lennie Routten and Charlotte Smith. Committee members unable to attend were Steve Brown, Glenda Evans, Gaylene Kanoyton, Karen Leckemby, and Paige Washington.

New Business
  Councilman Moffett requested a staff report on the historical nature of requests for curb, gutters and paving to include what can or cannot be done with regard to State and Federal mandates and any possible funding streams.

Councilman Stuart congratulated Councilman Moffett on being elected Vice Chair of the Transportation District Commission of Hampton Roads.

Councilman Tuck brought forward four times: possible funding for a group who hosts a neighborhood event at Jane Bryan Elementary, encouraging community attendance at sesquicentennial events hosted by the Hampton History Museum commemorating the 150th anniversary of the signing of the Emancipation Proclamation, inquiring as to the disposition of the funds generated through the cigarette/tobacco operation, and seeking clarification of the protocol for the public comment session as relates to dialogue between members of Council and the individuals speaking.

The City Attorney responded that we are waiting the Department of Alcohol, Tobacco and Firearms to declare its interest in the funds and in the items that were acquired with the churned funds as per the Attorney General's opinion.

Vice Mayor Wallace stated that Virginia First Cities continue to do a very effective job in representing Hampton's interests as an urban community. They have recently discussed new transportation monies which have been appropriated, attacks on the enterprise zones in urban communities, and year round schools.

Mayor Ward shared that the Hampton Roads Transportation Planning Organization will soon be discussing the effects of House Bill 2313 and the desire that the money doesn't get divided up between the communities but rather used to build projects of regional significance.

Councilman Stuart raised the issue of neighboring localities and their investment in bus stops. He requested a report on where our bus stops are and which are most heavily used so we may decide to invest in some of them. Councilman Moffett will assist in getting that information and some of the enhancements will be covered by grant funds.

Councilman Moffett requested a status report on the citizen committees work involving the public comment sessions. The City Manager indicated that it is forthcoming.
