Call to Order
  Mayor Ward shared that Vice Mayor Wallace is in Europe visiting Hampton's sister cities. Mary Bunting, City Manager, shared that the delegation visiting Hampton's sister cities in Europe are all doing this at their own expense and at no expense to Hampton taxpayers.

Councilwoman Leary arrived late due to a family medical appointment and arrived just after the vote to convene closed session.
