Call to Order
  Mayor Ward indicated that Councilman Washington would be late to the meeting due to a medical appointment.

1.08-0306Briefing Regarding Ordinances Granting Franchise to Verizon Virginia Inc. to Construct, Install, Maintain, Extend and Operate a Telecommunications System and a Cable System in the City of Hampton, Virginia.
ACTION: Presented by John Eagle, Assistant City Manager. Representatives from Verizon were: Laura Barnes, Area Manager-External Affairs/Government Relations; Lori Edwards, Senior Consultant-Business Development; and Wayne Hixenbaugh, Supervisor-Network Engineering. Joyce Melvin-Jones, Chief Deputy City Attorney, participated in the briefing along with outside counsel, Sean Stokes.

3.08-0312Update on Hampton Sister Cities Program
ACTION: Presented by Dianne R. Foster, Special Assistant to the City Manager. Councilman Washington also provided information.
4.08-0317Update on Board & Commission Outreach & Development Process
ACTION: Presented by Councilman Gilliland who was assisted by Lisa Keller, a summer intern who is a student at the University of Virginia.
Regional Issues
  Councilman Gilliland reported on today's meetings of the Hampton Roads Planning District Commission and the Metropolitan Planning Organization.
New Business
  Councilwoman Leary shared with Council an article from yesterday's New York Times. She provided the Clerk with a copy of a memo from Ross A. Mugler, Commissioner of the Revenue, dated July 3, 2008, so that it is available. The memo concerns revisions to the Code of Virginia 58.1-3211.(3) which concerns an increase in income and financial worth limitations to real estate tax relief for the elderly and totally disabled.

She also spoke on the recent muskrat issue as relates to work being done on private property.

Councilwoman Leary had a question for Assistant City Manager, James A. "Pete" Peterson, regarding an e-mail concerning dredging costs. She also mentioned an earlier e-mail concerning properties in Buckroe and wants enhanced Codes enforcement in the area. Councilwoman Leary stressed the importance of citizens understanding that it will take three to four years to correct all of the assessments in Hampton.

Councilman Kearney commended Sallie Grant-DiVenuti and the Downtown Hampton group for the work done resulting in an article in Boating World about the Blackbeard Festival.
