Call to Order
Mayor Wallace called the meeting to order at 1 p.m. All members of City Council were present with the exception of Councilman Tuck, who arrived just after roll call, and Councilman Stuart, who arrived at 2 p.m.
Summer Youth Employment Program Update
Presented by Nicole Clark, Director of Human Resources.
Discussion of Council Public Hearing Protocol for Land Use Applications
Presented by Mary Bunting, City Manager, and Vanessa Valldejuli, City Attorney.
Proposal on Community Sailing Center
Presented by Gary Bodie, member of the Board of Directors of the Youth Sailing Virginia; Jack Pope; and Glenn Oder, Executive Director of the Fort Monroe Authority.
Final Report and Staff Recommendation on the Armistead Pointe Park Master Plan and Sports Tourism Initiatives
Presented by Donald Whipple, Senior City Planner. Joey Stickle, the swimming coach at Kecoughtan High School, and Dave Henderson, owner and coach of a local USA swim club (SEVA), also provided information.
Closed session pursuant to Virginia Code Section 2.2-3711.A.3, .5 and .7 to consider the acquisition of real property in the Salters Creek, Shell Road and Powhatan Parkway areas for a public purpose where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body; to have a discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the community; and to 7 consult with legal counsel regarding specific legal matters requiring the provision of legal advice by such counsel.
Approved - the first portion of closed session took place at the Hampton Roads Convention Center but the meeting was recessed to convene the 5 p.m. session in Council Chambers and then was reconvened at approximately 7 p.m. in the Lawson Conference Room at City Hall.

Resolution Certifying Closed Session
Adopted - Another closed session will be convened at the conclusion of the evening meeting to handle items which were not covered during this session. The meeting adjourned at 4:30 p.m.
