Call to Order
  Mayor Ward called the meeting to order at 12:01 p.m. Vice Mayor Wallace was unable to attend the meeting. Councilman Stuart was not present at roll call but arrived just after roll call.

The City Attorney, Cynthia Hudson, was not available for the meeting and Lesa Yeatts, Senior Deputy City Attorney participated in the meeting in her place.

Mayor Ward welcomed the citizens in attendance and clarified that this meeting is informational in nature and does not contain a public comment period.
1.13-0277Report from City staff on Enhanced Approaches to Increased Homicides / Shootings.
ACTION: Presented by Mary Bunting, City Manager, who provided introductory comments. Information was also presented by Thomas Townsend, Chief of Police.

Following the presentation, Mayor Ward commended the City Manager and Police Chief for their swift action in convening this meeting. She also thanked Ron Jackson of the Hampton Redevelopment and Housing Authority and Mary Knight of Probation and Parole for their cooperation in this effort.

Members of Council also gave brief remarks.

ACTION: Presented by Rev. Steve Brown, Michele Woods-Jones, and Tommy Southall.
3.13-0281Resolution Appropriating $325,000 from the City's Unassigned Fund Balance to the Capital Project Fund for the Purchase of Police Equipment
ACTION: Adopted

Closed Meeting
13-0279Closed session pursuant to Virginia Code Sections 2.2-3711.A.1 and .7 to: (1) discuss personnel matters involving prospective candidates for employment, assignment and/or appointment by the police division; and (2) consult with legal counsel regarding specific legal matters pertaining to certain enhanced law enforcement efforts and requiring the advice of counsel.
