Call to Order
Finance Committee Presentation on Power Plant and Crossroads Projects
Presented by Robert Scott, citizen member of the Finance Committee.
Discussion of Conceptual Plan to Toll Interstate 64 East of Richmond for Non-Residents
Council held a discussion which was led by Vice Mayor Gilliland.
Briefing regarding implementation of public parking at the ends of Pilot, Tappan and Richmond per the Buckroe Masterplan Bayfront Initiative.
Presented by Jesse T. Wallace, Jr., City Manager.
Councilwoman Leary asked the City Manager look into an environmental issues initiative she has become aware of. She would like him to check into Hampton becoming a part of the Cool Cities initiative.
Councilwoman Leary also raised some questions regarding item #32 on the evening agenda.
Councilwoman Leary also requested that the City Manager provide her with the cost of the insurance policy on the Harbour Centre and also with a copy of the policy.
Councilman Spencer indicated that he proposes a change in connection with the proposed fireworks ordinance to be considered tonight and he asked that eliminating the City decals be looked into again.
The Mayor asked how fire pits relate to the proposed ordinance. The City Attorney will clarify the issue before the evening session.
Councilwoman Leary reported on the Ernesto flooding issue. The Katrina committee has been reconvened and they are working with the City of Newport News to assist the victims of the recent flooding.
The Mayor asked that the City Attorney be prepared to call Butch Barr, Esq. if necessary during the evening session in connection with the pending Court order.

to consider or discuss the disposition of publicly held property in the Armory District, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City.
to consult with legal counsel regarding specific legal matters pertaining to the Radisson Hotel and requiring the provision of such legal advice.
to discuss the disposition of publicly held real property in the Downtown Hampton area where the discussion in an open meeting would adversely affect the bargaining position or the negotiating strategy of City Council.
