CALL TO ORDER/ROLL CALL
  The meeting was called to order at 7:15 p.m. All members of City Council were present at roll call.
INVOCATION - Councilman W. H. Billy Hobbs, Jr.
  Councilman Hobbs gave the invocation.
PLEDGE OF ALLEGIANCE TO FLAG -
  Mayor Ward invited Ezra Hill, a Tuskeegee Airman, to lead the Pledge of Allegiance.
MAYOR'S COMMENTS
  Mayor Ward recognized Vice Mayor Wallace who proposed that each member of City Council appoint a citizen to work with the City Manager and her staff on a solution to the public comment session situation. Councilman Stuart, Councilwoman Snead and Councilman Hobb also made brief remarks.

ACTION: Approved - this item was removed from the consent agenda at the request of Mayor Ward and Councilman Tuck. The City Manager made a brief presentation on this topic. Jimmy Reade Chisman, the President of the Virginia Air & Space Museum Board, also spoke along with Ann Bane of Hampton City Schools.

ACTION: Deferred (4/10/2013) - Hugh Bassette inquired as to whether citizens will be allowed access to the park. Ms. Hudson indicated that matter will be addressed and clarified before the next meeting.

  Councilman Stuart suggested the City Manager seek the support of the Neighborhood Commission for assistance in reporting pot holes so they can be repaired early when repairs are easier.
