ACTION: Presented by Mary Bunting. No vote required and matter of bringing the Commonwealth Attorney's Office into the City pay plan can be handled administratively by the City Manager.

ACTION: Presented by Chris Snead, Karl Daughtrey, Fred Whitley and Pete Peterson.

ACTION: Moved to deny. No vote taken as substitute motion was offered.

ACTION: Deferred (1/11/2006) Substitute motion to defer until January 11, 2006, to have Whisper Concerts, Bay Days, Downtown Hampton Development Partnership, Hampton Event Makers, and the City Manager's Office report to Council with more specific information and a recommendation from the City Manager.

New Business
  The City Manager requested Council authorization to release the $435,215.00 in appropriated funds which were on administrative hold to HRT as HRT has responded to the questions which were posed during the budget process.

  Councilman Sapp made a presentation, "A Tale of Taxation." He requested that the Finance Committee review his proposal and give guidance in December or January.

Closed Meeting

ACTION: Approved --The legal briefing concerning minutes at closed sessions was removed from the closed session and discussed in open session. Two personnel matters and a legal matter was added to the closed session.
