Call to Order
  The meeting was called to order by Mayor Wallace at 1:02 p.m. All members of City Council were present.

ACTION: Presented by Karl S. Daughtrey, Finance Director, who recognized the staff of the Finance Department, and by Krista Edoff, a Partner with Cherry Bekaert, LLP.
2.13-0478Update on One to One Technology Initiative
ACTION: Presented by Dr. Patricia Leary, Executive Director of School Leadership - Elementary and Cheryl Grobel, Coordinator, Information Literacy. Also present were Dr. Linda Shifflette, Superintendent, and members of the Hampton School Board: Martha Mugler, Joe Kilgore, and Monica Smith.

ACTION: Presented by Nicole Clark, Human Resources Director.

ACTION: Presented by Weston Young, Senior Civil Engineer - Storm Water. Lynn Allsbrook, Deputy Director of Public Works/City Engineer, also provided information.
Regional Issues
  Councilman Stuart asked when we would hear more about upgrades from Hampton Roads Transit for Hampton University. The City Manager responded that it would have to be done as a part of the regular budget process in that the cost would exceed $150,000. Councilman Stuart asked that we look into enhanced bus stops for some of the more highly used bus stops.

Councilman Moffett indicated he would report in January on the National League of Cities meeting he recently attended. He also reported on the Veterans Standdown.

At the Mayor's request, the City Manager reported that the Governor's budget recommends that the Fort Monroe Authority be allowed to issue bonds of about $22 million to finance capital infrastructure needs.
