Call to Order
  Mayor Wallace called the meeting to order at 1:04 p.m. All members of City Council were present with the exception of Councilman Hobbs who is on work-related travel and Councilwoman Snead who continues to recuperate from an illness.
1.15-0116Update on Fiscal Year 2016 Budget Development: Manager's Recommended Budget Preview and Capital Improvement Plan Presentation
ACTION: Presented by Mary Bunting, City Manager, who presented the Manager's Recommended Budget for FY16 Highlights. Sunshine Torrey, Senior Budget Analyst presented the Proposed Capital Improvement Plan (CIP) for 2016-2020. Additional information on Hampton's Central Park (the Newmarket Creek Park & Trail System) was presented by Robin McCormick, Communications Strategist, Terry P. O'Neill, Community Development Director, and Lynn Allsbrook, Deputy Director of Public Works.

15-0115Closed session pursuant to Virginia Code Sections 2.2-3711.A.3, .5 and .7 to discuss or consider the acquisition of real property for a public purpose, or the disposition of publicly held real property, in the Fox Hill/Buckroe, Downtown, Wythe and Coliseum Central areas where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, to discuss a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the community, and to consult with legal counsel pertaining to actual or probable litigation, where such consultation in an open meeting would adversely affect the negotiating or litigating posture of the City.
