  Mayor Kearney thanked Congresswoman Thelma Drake for her assistance in securing federal funds in order to commence the National Park Service's Fort Monroe reconnaissance study.

Mayor Kearney expressed his disappointment with a recent Daily Press editorial entitled "Joe? Go?".

Resolutions
14.07-0583Resolution Appropriating $2M from the VDOT Urban Construction Account for Wetlands Mitigation in Connection with the Cmdr. Shepard Boulevard Extension Project.
ACTION: Presented by Fred Whitley, City Engineer. The City Manager explained that the funding source for this is VDOT and the White Marsh area would not be able to be used for this purpose. The Manager also explained the importance of this road from an economic development standpoint.
ACTION: Adopted - Joe Osso spoke on the issue with respect to the breach of Factory Point. The City Manager and Fred Whitley, City Engineer, provided an update on the status on the permit application for dredging of the channel with the dredged material being placed on Factory Point. Councilwoman Leary asked that John Boone's e-mails from October 19 through October 23 be made a part of the record.

ACTION: Reappointed Tiesha Coleman to another three year term to expire on November 30, 2010. Council appointed Christiana Betts to fill the unexpired portion of Jerome Gordon's term which will expire on November 25, 2008. Council also appointed Jack Pope and Greg Williams to three year terms which will expire on November 30, 2010.

Audiences Granted to the General Public
  Bill Webster spoke and clarified the boundaries of the area he spoke about at the last Council meeting. He provided copies of a map and petition to Council. He also thanked the City Manager and John Veneziano for their assistance.

Frank J. Ottofaro spoke about the taking of his property on Pine Chapel Road.

Jeff Amick showed a map of the wetlands in the White Marsh area.



Miscellaneous New Business
  Councilwoman Leary indicated that she has been requesting a drainage management plan.

Vice Mayor Gilliland announced that the Army Corps. will hold a meeting with residents of Grandview/White Marsh on October 25th at 6:30 p.m. at Kecoughtan High School to discuss their recent granting of a Federal authorization for developer Sebastian Plucinski to construct a portion of a driveway. The meeting is to discuss the Corps' role.

The Vice Mayor also referred to an e-mail from Art Collins which has answers to frequently asked questions with respect to the Hampton Roads Transportation Authority (HRTA) and he pointed out some areas which require clarification and asked that Councilman Sapp take his comments back to the HRTA.
