Call to Order
  Councilman Gilliland contacted the Mayor and indicated that he was stuck in traffic and would be arriving late. He arrived at about 1:30 p.m.

Regional Issues
New Business
  Councilman Wallace would like Council to consider placing the following topics on a future agenda: Hampton ceremonial medals and a further discussion on the garage aspect of the Circuit Courthouse project.

He further reported that he would like more information on the General Assembly's legislation which changes the makeup of the Fort Monroe Federal Area Development Authority. Cynthia Hudson, City Attorney, provided brief information and explained the legislation, while it has passed the House and Senate, has not yet been signed by the Governor and, since it wasn't emergency legislation, wouldn't go into effect until July 1, 2010.

Councilwoman Leary spoke on FEMA's position that they will not rent facilities or build anything in areas at less than a 10' flood zone and requested additional information on that. She also requested staff assistance with respect to the topic of historical markers.
