New Business
  At the Mayor's request, Councilman Sapp spoke about regional issues taking more and more of Council's time and attention. He suggested that each afternoon work session of Council contain a section specifically set aside for reporting back on regional issues.

Councilwoman Leary spoke on Buckroe property ownership and provided some research for the record.

Councilman Spencer asked that the City Manager look into the issue recently raised by petition with respect to the intersection of Butler Drive and Briarfield Road.

Mayor Kearney reported back that his conversations continue with White Marsh landowners concerning possible options with respect to land conservation.

Elizabeth Kersey, Director of Intergovernmental Affairs, reported on the pursuit of state money through the Governor's budget to purchase acreage in the White Marsh area. This must be accomplished by the end of October. Cynthia Hudson, City Attorney, also updated Council on proposed amendments to the zoning ordinances which will give the City additional control in situations like White Marsh.

Councilman Sapp asked Ms. Kersey to brief Council on HB3202 which allows local communities to levy certain taxes that could potentially be used to fund public transportation. Ms. Kersey provided a brief overview.

Councilman Sapp also reported back on the recent Hampton Roads Transportation Authority which he attended on behalf of the Mayor.

Mayor Kearney indicated that the Hampton Roads Partnership plans to have a Mayor and Manager summit in the future.
