Call to Order
Briefing on Alcoa Howmet Castings Worldwide Month of Service in Hampton Roads and $75,000 Community Grant Awards
Presented by Councilman Joseph H. Spencer, II, who introduced Von Gilbreath, Business Development Manager. Information was provided by Teresa Leavitt, Director of Human Resources for Alcoa Howmet Castings. Ms. Leavitt also presented a check to Hampton Police Chief Chuck Jordan.
Proposal to Eliminate the City Decal
Presented by Molly Ward, City Treasurer, and Commissioner of the Revenue, Ross Mugler. The Council will further explore this matter during the budget process.
Discussion of approval of payment of surplus proceeds to Betty Mae Brock and Frances Lewis Schilson pursuant to Hampton City Code Section 37-31.
Presented by Lesa Yeatts, Deputy City Attorney. Action is to be taken in the evening session.
Presentation of the City of Hampton Audited Comprehensive Annual Financial Report.
Presented by Karl Daughtrey, Finance Director and Cindi Miller of Witt, Mares. Mr. Daughtrey recognized the members of his staff who was present: Denise Howard, Sarah T. Puckett, Denise Peterson, Angela Neselrod, and Sylvia L. Shanahan.
Councilwoman Leary recognized Cecil Manning, who was in the audience, for his contributions to the Mayor's initiative on Crime and Grime.
Councilwoman Leary also indicated that she would be sending the Manager an email about compliance with state law on notification when properties come up for development.

Approved - The Mayor added a personnel issue and Council wishes to take the closed session with the exception of personnel matters.

to consider the acquisition of real property in the Olde Hampton Neighborhood where the discussion in an open meeting would adversely affect the bargaining position or the negotiating strategy of City Council.
to have a discussion yet protect the privacy of an individual in personal matters not related to public business pertaining to enforcement of contract provisions.
to consult with legal counsel and receive a briefing pertaining to actual litigation involving property off Big Bethel Road where such consultation or briefing in open meeting would adversely affect the negotiating or litigating posture of the City Council.
to discuss or consider the acquisition for public purposes of real property in the Buckroe area of the City where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, and for consultation with legal counsel employed/retained by the City regarding specific legal matters involving property transactions in the Buckroe area requiring the provision of legal advice by such counsel.
