Call to Order
  Mayor Ward called the meeting to order at 1:03 p.m. All members of Council were present at roll call. Mayor Ward indicated that James A. "Pete" Peterson, Assistant City Manager, would be representing the City Manager at today's meeting. Mary Bunting, City Manager, is attending the International City/County Management Association in Phoenix, Arizona.

ACTION: Presented by Debbie Russell, Resource Development Manager. At the conclusion of Ms. Russell's presentation, she reminded the members of City Council and the public of the open house at the Teen Center this Friday, October 12th from 4 until 6 p.m.

Regional Issues
  Councilman Stuart stated that he recently attended the first meeting of the Chesapeake Bay Bridge Tunnel Commission.

Councilman Tuck inquired as to the status of the diversity study. Mr. Peterson reported and Ms. Hudson also explained that there was a delay due to a protest issue with the bids.

Councilman Tuck expressed some concerns about the police cigarette issue and brought up Section 3.08 of the City's Charter with respects to Council-ordered audits. Mr. Peterson indicated that the City Manager had requested an audit and, at first, it was anticipated that the internal audit staff could do this but it has been decided that the audit should be done by an external audit and this process is beginning. Ms. Hudson gave her opinion that the provision cited by Councilman Tuck applies to offices under the direct control of City Council: the City Manager, the City Attorney and the Clerk of Council. Councilman Moffett reminded everyone that there is an ongoing investigation which should be concluding in the near future. In response to a question by Councilman Tuck, Councilman Moffett clarified he was referring to the current internal affairs investigation taking place.

Councilman Stuart asked for a report at the evening session on the long term solution to the City's current e-mail problem. Mr. Peterson gave a brief update on the fix which requires moving from the Outlook platform to a cloud-based system. Councilman Moffett suggested investigating the use of Google mail which is what the school system uses.
