Call to Order
Mayor Ward called the meeting to order at 1:02 p.m. All members of the City Council were present with the exception of Vice Mayor Wallace who arrived at 1:14 p.m.
Accounting Report on Undercover Cigarette Operation
Presented by Robert Bielat, Partner with Cherry Bekaert L.L.P. Members of Council were able to ask Mr. Bielat questions. Following his presentation, Mary Bunting, City Manager outlined the recommendations that she has made for practices in the future.
Briefing on City of Hampton and Hampton City Schools Disparity Study II
Presented by Jessica Spencer, Minority Business Coordinator. Ms. Spencer also introduced two members of the Purchasing and Procurement Oversign Committee who were present at the meeting: Willie Brown and Eddie Deerfield.
Update of the Phoebus Master Plan as it relates to changes at Fort Monroe and changes in the potential markets.
Presented by Mike Hayes, Senior City Planner.
Waterways Management Monthly Report
Presented by Weston Young, Senior Civil Engineer and Stormwater Project Manager. He was accompanied by Proctor Harvey of Harvey Design Land Architects who spoke on the Stormwater Alternatives through Green Enhancement (SAGE) program.
Discussion of Boards, Commissions and Committees Process
Presented by Katherine Glass, Clerk of Council, representing the committee of Councilman Moffett, Councilman Stuart and Cynthia Hudson, City Attorney.
FY-14 Budget Process Update
Presented by Mary Bunting, City Manager. Ms. Bunting indicated that a public input session on the budget was held last night at Kecoughtan High School. Additional opportunities will be available on Saturday, March 2nd from 9 until 11 a.m. at Bethel High School; on Thursday, March 7th from 6:30 - 8:30 at Hampton High School; and on Saturday, March 9th from 9 until 11 a.m. at the Rupper Sargent Building.
Closed session pursuant to Virginia Code Section 2.2-3711.A.3 to discuss or consider the acquisition and/or disposition of publicly held real property in the Fox Hill area where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City and to discuss a litigation matter pursuant to Virginia Code Section 2.2-3711.A.7
