Call to Order
Mayor Wallace called the meeting to order at 12:04 p.m. All members of the City Council were present. Mayor Wallace took the closed session motion out of order.
Briefing on Neighborhood Centers
Presented by Jim Wilson, Director of Parks and Recreation. Open session reconvened at 1:15 p.m.
Briefing on Dutch Dialogues
Presented by Matt Smith of the Community Development Department.
Closed session pursuant to Virginia Code Section 2.2-3711.A.1, .3 , .5, and .7 to discuss appointments as listed on the agenda, to discuss the evaluation of the City Manager, the City Attorney and the Clerk of Council, to discuss a personnel matter involving the HRHA; and to discuss or consider the acquisition of real property for a public purpose in the Coliseum Central area and the disposition of publicly held real property in the Northampton and Coliseum Central areas where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City; to consult with legal counsel concerning Hampton Bay Days, a VHDA matter and concerning the zoning ordinance requiring the provision of legal advice by such counsel; to consult with legal counsel pertaining to actual or probable litigation, where such consultation or briefing in open meeting would adversely affect the negotiating or litigating posture of the City Council, and to have a discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in Hampton.
